Issue: When opening Encompass after upgrading to version 19.2, user sees error message that says 
"Error registering EMClickLoan.dll. Contact Ellie Mae Customer Support at 800-777-1718 for assistance. Failed to connect to an IPC Port: the system cannot find the file specified."

Resolution: 
  1. Open Task Manager
  2. Navigate to Services Tab
  3. Select “SCAppMgr”
  4. Right click and "Start" service
  5. Run RemoveUAC.exe
  6. Launch the SmartClient
  7. Let the .NET installation complete and follow next steps during installation
